"Nobody had any supervisor"

Amazing quote from MNPS Director of Schools Dr. Pedro Garcia this morning that brings into question just who is running the shop and what is Garcia getting paid to do.

The City Paper reviews the fact that Chief Instructional Officer Dr. Sandra Johnson took a job in Glendale, AZ several months back and that Garcia is in no hurry to replace her. And then there is this confession:

“Garcia decided to looking into rearranging the central office after realizing Johnson had been controlling almost all activity under the department of Learning Support Services (LSS). The department controls all subject areas, district assessment and evaluations, special education, magnet schools and most all other aspects of the school district.

The organization that Sandy Johnson had was that all the administrators answered to her,” Garcia said. “And I didn’t realize that. Consequentially when she left, nobody answered to anybody. So nobody had any supervisor.”
Did you catch that? Garcia said: "I didn't realize that." It was his job to realize that. THAT situation was well known to parents, teachers and staff members and was the reason for so much frustration and anger. She was running everything and nothing could get done, changed or even improved without her blessing. And unless it was initiated by her not much got blessed. Conversation after conversation when her name came up the atmosphere would change, voices would lower a bit in preparation for honesty that they didn't want to be overheard, and out would tumble the latest story of how Johnson was impeding learning and that there was no workaround, no appeal process, no way but through her.

How is it that Garcia was so unaware of her control of the system? Will the BOE even blink let alone question or hold him accountable for his hands off attitude? Not likely. He's got his three year contract.

More on Johnson's departure

Earlier this week the Glendale, AZ Star promised more details about the hiring of their new superintendent of schools Sandra Johnson. I don't think they've really fulfilled that promise--no contract details at all. Here are a few snips:

While details of the contract, which will officially begin July 1, have not been worked out, Johnson is expected to come to the district in mid-February on a special services agreement.

Her new post entails oversight of a district less than one-fifth the size of her previous employ.

She was one of several administrators from the Corona-Norco Unified School District, near Los Angeles to move in 2001 with then-Superintendent Pedro Garcia when he became director of the Nashville school district.

“I would never have come to Nashville without her,” Garcia said. “She’s the best there is.”

Johnson also anticipates working more closely with school staff. Her first priority, though, is to “do a lot of assessment” with an eye toward student achievement.

“We want to be data driven, research-based and results oriented,” she said. “I’m very much a believer in standards-based reform.”

He never would have come without her but he'll stay without her?

Life is keeping me pretty busy. I'll make some quick comments on the following.

MNPS Chief Instructional Officer Sandra Johnson is, frankly, not well liked by many of our public education consumers. News in this morning's City Paper that she's up for a job anywhere else will be welcome.

Currently, Johnson oversees nearly all departments for the school district, answering only to Garcia.
And that's part of the problem for many parents. She wasn't accountable to the board and an obvious favorite of Garcia. If Glendale, Arizona wants her--God bless 'em.
“I think she’s done an admirable job and I certainly think it would be a loss to the district,” Thompson said. “And it may well be she has trained others enough to carry on.”
"Admirable?"--so there's one man's opinion. George is up for reelection in 2008. Let's see what tune he sings then.

LEAD Academy gets approval from the BOE. I'm very glad to see us get another charter school. This is an important option for some very needy students. MNPS isn't meeting their needs with what they have available--there is no good reason to keep there where they're not learning.
“A large part of the Pearl-Cohn district is in the district I serve,” [BOE member George] Thompson said. “My concern is how will we deal with maintaining Pearl-Cohn in the public school system if we’re going to help to populate a competing charter for that same population.”
Ask Sandra Johnson, George, she's been doing an 'admirable' job.

Actually, Mr. Thompson, the needs of the students should take precedence over saving any system. These students are not getting the education their parents were promised. We've got to try a different system. Regardless the board will protect the system despite the cost to students:
The board agreed to add language into LEAD’s contract to clarify the issue and guarantee the school would not drain the Pearl-Cohn cluster.
Pearl-Cohn cluster parents should contact the BOE members now and let them know how they feel about being excluded from a charter school that may very well be the answer to their child's education needs.

Traditional v. Balanced: Thank goodness the BOE members (well 7 at least) understood that a change was merely window dressing. That change for changes sake (a hallmark of public education) isn't beneficial for the children. Lacking any reliable evidence that the change will benefit the children and families the system serves it was given a thumbs down by the BOE.
“I hope tonight… that we don’t adopt policy simply to make a change and that we finally and permanently dump the balanced calendar matter into the dustbin of school board history,” Fox said. City Paper
Thank you, Mr. Fox. And for some illuminating information you may want to cruise over to the comments section of the Tennessean's article where "Magoo" posted the scores of local systems by calendar and it clearly shows that traditional scores higher. In our impatience and love for flash, glamour and NEW! we too easily abandon the boring and traditional forgetting that one of the reasons most traditions hang around is because they work. Sorry guys but it may be boring--but I'll take boring and effective over flashy and iffy every day when it comes to the essential education of our children.

Now maybe we can move that calendar all the way back to traditional and start after Labor Day and save some AC costs.

Cell phones for students--just not board members. This article in the City Paper Monday made me snort-laugh. After all the fuss the BOE went through over their cell phone use, the return of the phones, the vote over what equipment we could and couldn't have provided we now have MNPS handing out free phones to students.
The students have been allotted 500 minutes a month and all incoming calls are free of charge. Students are also encouraged to give out their cell phone numbers to fellow students to get feedback regarding district issues.
And what do we know about teens and allotted minutes? Let's see if teens are better than BOE members at limiting their minutes.

Irony aside, if this 'narc-phone network' works I'll be happy to pay the bill.

The Robert Bowers dismissal hearing continues according to yesterday's City Paper. It's these sorts of hearing that are exceptionally draining on BOE members. And it's these hearings that prove to me that the MNEA (Metro Nashville Education Association) is a union and not a professional organization. Yes, everyone deserves their day in court, but if MNEA were a true professional organization they'd be equally appalled that the unprofessionalism of some of their members and do some housekeeping of their own. Instead, if my summer dismissal experience and this current one are reliable indicators, they make excuses for the employee and point accusatory fingers at others in a desperate attempts to keep the employee employed--at the expense of children.
Bowers’ attorney Vince Wyatt implied during questioning of Mansfield that most of the errors were the fault of previous guidance counselors, not Bowers.
Then why wasn't Bower's complaining from the get go about the mess he'd inherited and why wasn't he begging for additional help?

It's time to work on the budget and so it's time to lead and stand. It doesn't look like Steve Glover understands that.
“I’m nervous about stepping out saying we’re going to cut this position or we’re going to cut these positions,” Glover said. “We’re really just so early in the game.” City Paper
Someone's got to start the process. I dearly hope there is a leader on that Board that will. Looks like Mr. Fox has taken over former BOE member Kathy Nevill's number crunching job for the BOE. Bless him and his calculator.

Innovation & reform (again) and (more) grant money

This press release from Metro Nashville Public Schools Director Pedro Garcia (you'll remember that his contract is up for renewal).

Today, I am creating an Office of Reform and Innovation.

This office will be charged with the development of strategies and new programs that will result in improved graduation rates, improved attendance and discipline, increased academic achievement, and reductions in the achievement gap between subgroups of students.

The initial focus will be on high school and middle school programmatic needs for reaching these results. This department will have broad authority to work across the existing organization to secure resources and to develop action plans for implementation in our schools across the district.

Specific duties during the first year include:

  1. Overseeing the Small Learning Communities Grant recently awarded by the United States Department of Education
  2. Planning and implementing a Big Picture School in Nashville for 2007-2008
  3. Developing and implementing other optional schools that will serve to meet the needs of the community and improve graduation rates
  4. Facilitating and participating in discussions in the Nashville community around strategic plan development
  5. Developing and implementing plans for the creation of career academies and other small learning communities in our comprehensive high schools
  6. Working with Alignment Nashville on these new programs and aligning our goals with the work of the non-profit agencies in Nashville
  7. Developing relationships with businesses in Nashville in support of innovative new programs in our schools
  8. Discussing with labor organizations any implications of innovative programs that are being explored and removing any barriers to progress early in the planning process
  9. Working with community groups at-large and exploring new ways that the community and the district can work together in support of district programs in our schools
  10. Working with identified resources to explore and apply for alternative funding sources for new and innovative programs in our schools
  11. Advocating, in cooperation with the Board and other school officials, for changes in state education laws that will facilitate the implementation of new innovations in our schools
  12. Developing specific change management strategies that proactively define steps the district needs to take for new programs to be successfully integrated in our schools

Mr. James Briggs will serve as the director of this office. As the Director of the Reform and Innovation Office, Mr. Briggs will be the primary contact with Alignment Nashville and work across all of the areas above in researching, planning, and implementing change initiatives. An additional staff member will concentrate on the career academies and SLCs with specific focus on the detailed strategies, policies, and plans for the creation of successful career academies and small learning communities in Nashville’s high schools.

The creation of the Office of Reform and Innovation will mark an important milestone for Metropolitan Nashville Public Schools, moving the district into the implementation mode of reform. To be successful, a small and elite group such as this is needed to drive results with the authority to move across the organization and challenge existing paradigms. Key to the success of this group will be the focus on action plans for programs to be implemented across the district and on the management of the significant change that these new programs represent. Due to the critical nature of this work, Mr. Briggs and the Office of Reform and Innovation will work under my supervision.

In addition, I am moving the Department of Assessment and Evaluation to an independent department reporting directly to me. As you know this department has been reporting to the Chief Instructional Officer. I believe with the increased focus on accountability nationwide, it is important to establish an independent department that has the authority to work throughout the district on accountability and reporting issues.

I believe both of these initiatives respond to the needs in our schools and reflect the desires of our community. They dedicate resources to the important task of school reform and position us for the needed changes and improvements we must make in our schools

How this is significantly different I don't know. We're already attempting much of this. Will putting it under its own office really going to bring better results? I guess we'll see.

Moving the Department of Assessments & Evaluation out from under Sandy Johnson (Chief Instructional Officer) will be welcome news to many people.

MNPS Receives $5.2 Million Grant For Innovative Small Learning Communities

NASHVILLE, Tenn. (Oct. 12, 2006) – Metro Nashville Public Schools has been notified by the U.S. Department of Education it will receive a grant of $5,206,420 to create Small Learning Communities in eight of its comprehensive high schools. The innovative approach, which focuses on creating Freshmen Academies for ninth-grade students, Career/Thematic Academies for grades 10-12 students, and an advisory program that pairs each student with a member of the school faculty or staff, was made possible by efforts involving Congressman Jim Cooper, Mayor Bill Purcell and Alignment Nashville.

"We believe Small Learning Communities are a model for 21st Century schools,” said MNPS Director Pedro E. Garcia, Ed.D. "No two students are alike and Small Learning Communities provide a perfect setting for helping each student reach their full potential. We're very thankful for the work of Alignment Nashville, Congressman Cooper, Mayor Purcell and others who are supporting this important effort and for helping us obtain the federal grant to make it possible."

In awarding this grant, one of the largest awarded nationally, the U.S. Department of Education cited the existence of Alignment Nashville, a community-wide effort to help our schools become successful learning environments, as a major reason for their funding decision.

"Our nonprofit community, government agencies, colleges and universities and the business community must participate in a coordinated and collaborative effort with our schools, if our schools are to be successful, and Alignment Nashville is all about creating and managing that effort," said Sydney Rogers, Executive Director of Alignment Nashville.

Participating high schools in the five-year program include: Antioch, Glencliff, Hillwood, Hunters Lane, Maplewood, McGavock, Stratford, and Whites Creek. Approximately 14,000 students will be affected by the program each year. The primary objective is to develop small, safe and successful learning environments in Nashville's public high schools, with rigorous, relevant and relationship-driven programs. A portion of this grant will be allocated for professional development for teachers.

A high school reform planning grant from the U.S. Conference of Mayors (USCM) and the Carnegie Corporation, awarded earlier this year, played a key role in developing Nashville's Small Learning Communities proposal. The USCM planning grant funded the strategic planning process and a site visit to study a model program.

"Improving our high schools is a top priority for our school district and our city," said Mayor Bill Purcell. “This new grant is an important piece of what will be a community-wide effort to make sure all of our students graduate with the skills they need.”

The purpose of Alignment Nashville is to create a system to bring community organizations and resources into alignment so their coordinated support for the priorities of Metropolitan Nashville Public Schools has a positive impact on student achievement and public school success.

We had smaller neighborhood schools. They were replaced by large, efficient and sleeker modern facilities which broke up neighborhoods, distanced citizens from their neighborhood schools and required millions in transportation expenses (for taxpayers and parents). Now we're creating smaller schools within those behemouth facilities.

It's been discovered that the transition from middle school to high school is critical in that often it's in the 9th grade that students begin the slide toward dropping out. The theory is that if we create more intimate 9th grade 'academies' we'll have a better chance at keeping these children in school.

Oh, and this year's buzz words are "rigor, relevance & relationship".

And why post the entire press release? Have you ever noticed that the MNPS puts most of their stuff in .pdf format--press releases, agendas, minutes...? Search engines cannot read .pdfs. The MNPS search feature is fairly worthless. So if you want to find something--you've got to know what you're looking for. We can do better.

This isn't going away

If folks thought that the little dustup at the last BOE meeting over the magnet school process was a blip on the radar--I believe they're completely wrong.

Today's Tennessean highlights a complete waste and an injustice that must be changed. I, as a BOE member, had been lead to believe that there was hope for parents who were on the magnet school waiting list and so I passed that hope on to parents. Apparently, such isn't the case at all.

Current policy states that the roster of students closes on the first day of school. If a student leaves a magnet school on the first day, the spot is not filled, said Sandra Johnson, chief instructional officer for Metro schools.

What a complete waste. Didn't we budget and hire for a certain number of magnet slots? Is the administration committed to the magnet school program or not? Policy can be changed. What is the downside to making this change?

Parent Discoll asks a good question that deserves a prompt and clear answer:

"Why not create a two-week buffer where, if a kid moves or decides not to attend the school, then the next in line gets in?"

and

As for Driscoll, who hasn't been shy about his disdain, he's thinking about starting a Web site for parents fed up with the magnet school lottery process.
